Mukhtar
A mukhtar (; ) is a village chief in the Levant: "an old institution that goes back to the time of the Ottoman rule". According to Amir S. Cheshin, Bill Hutman and Avi Melamed, the mukhtar "for centuries were the central figures". They "were not restricted to Muslim communities"; even "Christian and Jewish communities in the Arab world also had mukhtars." Mukhtars are headmen or clan elders. They traditionally linked villagers with the state bureaucracy. Some of the mukhtar’s duties included registering life events (births, marriages, etc.) and notarizing documents. Quoting Tore Björgo: "The mukhtar was, among other things, responsible for collecting taxes and ensuring that law and order was prevailing in his village". Mukhtar (name)
Mukhtar (also spelled Muktar, or "Mihtar") meaning "chosen" in , is the head of a village or mahalle (neighbourhood) in many Arab countries as well as in Turkey and Cyprus. The name is given because mukhtars are usually selected by some consensual or participatory method, often involving an election. Mukhtar or Mihtar is also a common name. In Arab countries such as Yemen it is more often a surname of Ottoman lineage (''laqab''), whilst in non-Arab Muslim countries it is common as a first name ('' ism''). Mukhtar Army
The Mukhtar Army is a Shi'a Iraqi militia group formed in February 2013 by Wathiq al-Battat, a former senior official in the Hezbollah Brigades. Al-Battat pledged his loyalty to the Supreme Leader of Iran, Ayatollah Ali Khamenei. Al-Battat was arrested briefly on 2 January 2014 but was released despite still being a fugitive. He was allegedly "accidentally assassinated" at point-blank range on 20 December 2014 at a fake police checkpoint in eastern Iraq by an unknown party but has since been reported alive and has appeared in the public eye. Formation On 4 February 2013, al-Battat announced the formation of the Mukhtar Army with the stated purpose of protecting Iraq's Shi'as, and to assist the government in combating terrorism. He stated that the Mukhtar Army would prevent any Sunnis controlled by al-Qaeda or other militant sectarian groups from attempting to topple the Shi'a-led government in Iraq.
