Missouri's 18th Senatorial District is one of 34 districts in the Missouri Senate. The district has been represented by Republican Cindy O'Laughlin since 2019 and she has served as president pro tempore since 2025. Geography The district is based in rural northeastern Missouri and includes Adair, Audrain, Clark, Knox, Lewis, Macon, Marion, Monroe, Putnam, Ralls, Randolph, Schuyler, Scotland, and Shelby counties. Major municipalities in the district include Hannibal, Kirksville, Mexico, and Moberly. Cindy O'Laughlin
Cindy O'Laughlin is an American politician. She was elected to Missouri's 18th Senatorial District in 2018, and as President Pro Tempore since 2025. Prior to being elected to the Missouri Senate, O’Laughlin served as a member of the Shelby County R-IV School District and the Treasurer of the Missouri Club for Growth. Career O’Laughlin served as vice president and co-ownder of Leo O’Laughlin, Inc, a trucking company and ready-mix concrete business. She also worked as a school bus driver and administrator at a Christian school. She has participated in various civic organizations such as the Shelby County Chamber of Commerce & Industry, the Shelby County Economic Development Board, the Associated Builders and Contractors, and the Missouri Club for Growth. Mark Twain Lake is a reservoir located in Ralls and Monroe Counties in the U.S. state of Missouri. It was created by the Clarence Cannon Dam (formerly called ''Joanna Dam'') impounding the Salt River and is located about southwest of Hannibal. Moberly is a city in Randolph County, Missouri, United States. The population was 13,783 as of the 2020 census. It is part of the Columbia metropolitan area and the 9-county Columbia–Jefferson City–Moberly combined statistical area that has 415,747 residents.
