The Ministry of Forestry (russian: Министерство лесного хозяйства СССР) was a government ministry in the Soviet Union in charge of the protection and management of forest resources. History On 2 July 1936, the Main Administration of Forest Conservation and Forestation under the Council of People's Commissars USSR was formed by decree of the Central Executive Committee and Council of People's Commissars. On 4 April 1947, the union-republic Ministry of Forestry with ministries of forestries in all union republics was formed on the basis of the Main Administration of Forest Conservation (apparently a change in name occurred between 1936 and 1947) under the Council of Ministers USSR by ukase of the Presidium of the Supreme Soviet USSR. The Councils of People's Commissars (SNK; russian: Совет народных комиссаров (СНК), ''Sovet narodnykh kommissarov''), commonly known as the ''Sovnarkom'' (Совнарком), were the highest executive authorities of the Russian Soviet Federative Socialist Republic (RSFSR), the Soviet Union (USSR), and the Soviet republics from 1917 to 1946. The Sovnarkom of the RSFSR was founded in the Russian Republic soon after the October Revolution in 1917 and its role was formalized in the 1918 Constitution of the RSFSR to be responsible to the Congress of Soviets of the RSFSR for the "general administration of the affairs of the state". The All-Union Central Executive Committee (russian: Всесоюзный Центральный исполнительный комитет, Vsesoyuznyy Tsentral'nyy ispolnitel'nyy komitet) was the most authoritative governing body of the USSR during the interims of the sessions of the All-Union Congress of Soviets. Established in 1922 by the First All-Union Congress of Soviets (see Treaty on the Creation of the USSR), in 1938 it was replaced by the Presidium of the Supreme Soviet of first convocation. Initially the Committee consisted of four members, after 1925 there were seven. The Kazakh and Kirghiz SSRs were created in 1936 and did not have representatives in the Committee, as it dissolved just two years later. Aleksandr Yevgenyevich Bovin (russian: Александр Евгеньевич Бовин, 9 August 1930 – 29 April 2004) was a Soviet and Russian journalist, political scientist and diplomat, notable for being the first Soviet, and then Russian ambassador to Israel after the re-establishment of Soviet-Israeli diplomatic relations.
