Midlands Central (European Parliament Constituency)
Prior to its uniform adoption of proportional representation in 1999, the United Kingdom used plurality voting system, first-past-the-post for the Elections in the European Union, European elections in England, Scotland and Wales. The European Parliament constituency, European Parliament constituencies used under that system were smaller than the later regional constituencies and only had one Member of the European Parliament each. The constituency of Midlands Central was one of them. Proportional Representation
Proportional representation (PR) refers to any electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions (Political party, political parties) among voters. The aim of such systems is that all votes cast contribute to the result so that each representative in an assembly is mandated by a roughly equal number of voters, and therefore all votes have equal weight. Under other election systems, a bare Plurality (voting), plurality or a scant majority in a district are all that are used to elect a member or group of members. PR systems provide balanced representation to different factions, usually defined by parties, reflecting how votes were cast. Where only a choice of parties is allowed, the seats are allocated to parties in proportion to the vote tally or ''vote share'' each party receives. The 1984 European Parliament election was the second European election to be held in the United Kingdom. It was held on 14 June. The electoral system was First Past the Post in England, Scotland and Wales and Single transferable vote in Northern Ireland. The turnout was again the lowest in Europe. In England, Scotland and Wales, the Liberal Party (UK), Liberal Party and Social Democratic Party (UK), Social Democratic Party were in alliance, collecting 2,591,635 votes but not a single seat. It was held on Thursday 9 June, though, as usual, the ballots were not counted until the evening of Sunday 12 June. Christine Oddy
Christine Margaret Oddy (20 September 1955 – 27 July 2014) was an English politician. Born and brought up in Coventry, she was educated at Stoke Park School, University College London, the Institute of European Studies, and Birkbeck College. She worked as a solicitor, and later as a lecturer, also serving as an officer for NATFHE. Oddy was the Labour Member of the European Parliament for the Midlands Central constituency from 1989 to 1999. She won the seat from the Conservatives in 1989 and retained it in 1994. She served on several committees including Committee on Women's Rights, and also spent time as the treasurer of the European Parliamentary Labour Party. However, she only obtained seventh place out of eight on the proposed Labour Party candidate list for the West Midlands constituency for the 1999 European Parliament elections. The 1989 European Parliament election, was the third European election to be held in the United Kingdom. It was held on 15 June. The electoral system was First-past-the-post voting in England, Scotland and Wales and Single transferable vote in Northern Ireland. The turnout was again the lowest in Europe. This election saw the best performance ever by the Green Party (UK) (formerly the Ecology Party), collecting over 2 million votes and 15% of the vote share. It had only received 70,853 as the Ecology Party in the previous election. However, because of the first past the post system, the Green Party did not gain a single MEP, while the Scottish National Party received 1 seat with only 3% of the vote share. John Ling
John de Courcy Ling CBE (14 October 1933 – 10 November 2005) was a British diplomat, farmer, politician and writer. His Roman Catholic faith contributed to making him a strong internationalist who believed in overseas aid. Family and personal life Born in Warwickshire, Ling was the son of Arthur Norman Ling, of Warwick, and of Veronica de Courcy, of Painestown, County Kildare, and was educated at King Edward's School, Birmingham followed by Clare College, Cambridge where he received his BA degree in 1955. Although Cambridge graduates are entitled to proceed to the degree of Master of Arts after passing nine terms, he did not collect his MA until 1981. He married the half-Canadian Jennifer Rosemary Haynes in 1959; the couple had a son (Adam) and three daughters (Julia, Tricia and Kate).
