Medical Savings Account
A medical savings account (MSA) is an account into which tax-deferred amounts from income can be deposited. The amounts are often called contributions and may be made by a worker, an employer, or both, depending on a country's laws. The money in such accounts is to be used to pay for medical expenses. Withdrawals from the account often called distributions, if made for that reason, may or may not be subject to income tax. Withdrawals without adequate documentation of use for medical expenses are subject to penalties. In China In December 1994, the China began a pilot study of medical savings accounts in the cities of Zhenjiang and Jiujiang. China has planned to expand the program. Zhenjiang, alternately romanized as Chinkiang, is a prefecture-level city in Jiangsu Province, China. It lies on the southern bank of the Yangtze River near its intersection with the Grand Canal. Jiujiang (), formerly transliterated Kiukiang or Kew Keang, is a prefecture-level city located on the southern shores of the Yangtze River in northwest Jiangxi Province, People's Republic of China. Medisave is a national medical savings account system in Singapore Singapore (), officially the Republic of Singapore, is a sovereign island country and city-state in maritime Southeast Asia. Medical Savings Account (United States)
In the United States, a medical savings account (MSA) refers to a medical savings account program, generally associated with self-employed individuals, in which tax-deferred deposits can be made for medical expenses. Withdrawals from the MSA are tax-free if used to pay for qualified medical expenses. The MSA must be coupled with a high-deductible health plan (HDHP). Withdrawals from MSA go toward paying the deductible expenses in a given year. MSA account funds can cover expenses related to most forms of health care, disability, dental care, vision care, and long-term care, whether the expenses were billed through the qualifying insurance or otherwise. Once the plan deductible is met in a given year, the HDHP will pay any remaining covered medical expenses in that year. A health savings account (HSA) is a tax-advantaged medical savings account available to taxpayers in the United States who are enrolled in a high-deductible health plan (HDHP). The funds contributed to an account are not subject to federal income tax at the time of deposit. Unlike a flexible spending account (FSA), HSA funds roll over and accumulate year to year if they are not spent. HSAs are owned by the individual, which differentiates them from company-owned Health Reimbursement Arrangements (HRA) that are an alternate tax-deductible source of funds paired with either high-deductible health plans or standard health plans. HSA funds may be used to pay for qualified medical expenses at any time without federal tax liability or penalty.
