''Independent component cities'' are cities outside of provincial jurisdiction (although some are allowed to participate in the election of provincial officials) that have not yet attained the 'highly urbanized' status, while ''component cities'' are those under a province's jurisdiction. All Philippine cities are chartered cities (Filipino: ), whose existence as corporate and administrative entities is governed by their own specific municipal charters in addition to the Local Government Code of 1991, which specifies their administrative structure and powers. A city is entitled to at least one representative in the House of Representatives of the Philippines, House of Representatives if its population reaches 250,000.
