An envoy extraordinary and minister plenipotentiary, usually known as a minister, was a diplomatic head of mission who was ranked below ambassador. A diplomatic mission headed by an envoy was known as a legation rather than an embassy. Ambassadors of the United States are persons nominated by the president to serve as the United States' diplomatic representatives to foreign nations, international organizations, and as ambassadors-at-large. Under Article II, Section 2 of the U.S. Constitution, their appointment must be confirmed by the United States Senate; while an ambassador may be appointed during a recess, they can serve only until the end of the next session of Congress, unless subsequently confirmed. James Walter Brewster Jr. (born 1960), commonly known as Wally Brewster, served as the United States Ambassador to the Dominican Republic. He was unanimously confirmed by the Senate of the United States on November 14, 2013. Brewster was the first person in a same-sex marriage to represent the United States at the ambassadorial level in the Americas. He left office on January 20, 2017. He served as the president and CEO of the National Council of La Raza from 1974 to 2004 and as United States Ambassador to the Dominican Republic, U.S. Ambassador to the Dominican Republic from November 2010 to May 2013.
