Luo Guibo (; Vietnamese: Lã Quý Ba) (1907–1995) was a Chinese diplomat and People's Republic of China politician. He was born in Nankang County, Jiangxi (modern Nankang District, Ganzhou). He was the first Chinese ambassador to Viet Nam in September 1954. From October 1957 to October 1970, he was China's Vice-Minister of Foreign Affairs. The First Indochina War (generally known as the Indochina War in France, and as the Anti-French Resistance War in Vietnam) began in French Indochina from 19 December 1946 to 20 July 1954 between France and Việt Minh ( Democratic Republic of Vietnam), and their respective allies. Việt Minh was led by Võ Nguyên Giáp and Hồ Chí Minh.
