LiquidFriesland
LiquidFriesland was an online platform of the Landkreis Friesland, through which a new form of Citizen participation was to be realized. What was new about LiquidFriesland was in particular the linking of forms of online democracy with the Kommunalverfassung prescribed by Landesrecht. The citizen participation platform launched on November 9, 2012. With the help of the LiquidFeedback program, the aim was to support the process of democratic will formation and decision-making. Citizens of the Friesland district were able to gain personal access to the program from the age of 16 and participate in Discourse on projects for which the district is responsible as a territorial authority, as well as in voting on these projects. Landkreis
In all German states, except for the three city states, the primary administrative subdivision higher than a ''Gemeinde'' (municipality) is the (official term in all but two states) or (official term in the states of North Rhine-Westphalia and Schleswig-Holstein). Most major cities in Germany are not part of any ''Kreis'', but instead combine the functions of a municipality and a ''Kreis''; such a city is referred to as a (literally "district-free city"; official term in all but one state) or (literally "urban district"; official term in Baden-Württemberg). Top-down And Bottom-up Design
Top-down and bottom-up are both strategies of information processing and knowledge ordering, used in a variety of fields including software, humanistic and scientific theories (see systemics), and management and organization. In practice, they can be seen as a style of thinking, teaching, or leadership. A top-down approach (also known as ''stepwise design'' and stepwise refinement and in some cases used as a synonym of ''decomposition'') is essentially the breaking down of a system to gain insight into its compositional sub-systems in a reverse engineering fashion. Seelze is a town in the district of Hanover, in Lower Saxony, Germany. It is situated on the river Leine, approximately west of Hanover. Rotenburg (district)
Rotenburg is a district (''Landkreis'') in Lower Saxony, Germany. It is landlocked by (from the north and clockwise) the districts of Stade, Harburg, Heidekreis, Verden, Osterholz and Cuxhaven.
