The European Parliament constituencies used under that system were smaller than the later regional constituencies and only had one Member of the European Parliament each. Proportional Representation
Proportional representation (PR) refers to any electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions (Political party, political parties) among voters. The aim of such systems is that all votes cast contribute to the result so that each representative in an assembly is mandated by a roughly equal number of voters, and therefore all votes have equal weight. Under other election systems, a bare Plurality (voting), plurality or a scant majority in a district are all that are used to elect a member or group of members. PR systems provide balanced representation to different factions, usually defined by parties, reflecting how votes were cast. Holland with Boston was a county constituency represented in the House of Commons of the Parliament of the United Kingdom from 1918 to 1997. It elected one Member of Parliament (MP) by the first past the post system of election. History The constituency was created in 1918 and abolished in 1997. By the time of its abolition, it was a safe Conservative seat. However, Holland with Boston had been held by both the Liberal and Labour parties before the Second World War. From 1885 to 1918 the parliamentary borough of Boston returned one MP, while the Lincolnshire county division of Spalding, in the south-east of the historic county, elected another MP. In 1918 these two seats were merged to form this constituency. Lincolnshire is a ceremonial county in England, United Kingdom. The ceremonial county is a combination of the non-metropolitan county of Lincolnshire and two unitary authority areas in the north. The non-metropolitan county is governed by the Lincolnshire County Council, which is Conservative controlled, and further divided into seven district councils. Two further districts - North East Lincolnshire and North Lincolnshire - are unitary authorities because they were previously districts of the controversial Humberside county from 1974. William Francis Newton Dunn (born 3 October 1941) is a British politician who served as a Member of the European Parliament (MEP) from 1979 to 1994, 1999 to 2014 and again from 2019 until the UK's withdrawal from the EU in 2020. The 1999 European Parliament election was the United Kingdom's part of the European Parliament election 1999. It was held on 10 June 1999. Following the European Parliamentary Elections Act 1999, it was the first European election to be held in the United Kingdom where the whole country used a system of proportional representation. Veronica Mary Tutt Hardstaff Billings (born 23 October 1941) is a British politician, who has served as a City councillor in Sheffield and as a Member of the European Parliament (MEP). A member of the Labour Party, she is on the left of the party. Education and career Hardstaff went to the University of Manchester where she obtained a degree in German, and then studied at the University of Cologne. It was held on Thursday 9 June, though, as usual, the ballots were not counted until the evening of Sunday 12 June.
