Leicester (European Parliament Constituency)
Prior to its uniform adoption of proportional representation in 1999, the United Kingdom used plurality voting system, first-past-the-post for the Elections in the European Union, European elections in England, Scotland and Wales. The European Parliament constituency, European Parliament constituencies used under that system were smaller than the later regional constituencies and only had one Member of the European Parliament each. The constituency of Leicester was one of them. Proportional Representation
Proportional representation (PR) refers to any electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions (Political party, political parties) among voters. The aim of such systems is that all votes cast contribute to the result so that each representative in an assembly is mandated by a roughly equal number of voters, and therefore all votes have equal weight. Under other election systems, a bare Plurality (voting), plurality or a scant majority in a district are all that are used to elect a member or group of members. PR systems provide balanced representation to different factions, usually defined by parties, reflecting how votes were cast. Where only a choice of parties is allowed, the seats are allocated to parties in proportion to the vote tally or ''vote share'' each party receives. Mel Read
Imelda Mary Read (born 8 January 1939), known as Mel Read, is a British politician who served in the European Parliament. Read was educated at Bishopshalt Grammar School and the University of Nottingham, before becoming a laboratory technician, then an employment officer, and a lecturer. At the 1979 general election, she stood unsuccessfully for the Labour Party in Melton, and at the 1983 general election, she was unsuccessful in North West Leicestershire. Read became an MEP in 1989, representing first Leicester and then Nottingham and Leicestershire North West until 1999. She served as a quaestor for part of this period. Peter Soulsby
Sir Peter Alfred Soulsby (born 27 December 1948) is a British Labour Party politician serving as Mayor of Leicester since 2011. He was the Member of Parliament (MP) for Leicester South from 2005 until he resigned his seat in April 2011, in order to contest the new post of mayor. He served as Leader of Leicester City Council from 1981 to 1994 and from 1996 to 1999. Early life Soulsby was born on the 27 December 1948 in Bishop Auckland and attended the Minchenden School, a grammar school in Southgate, London. He studied at the City of Leicester College of Education Scraptoft. He gained a BEd from Leicester University in English and Drama. The 1984 European Parliament election was the second European election to be held in the United Kingdom. It was held on 14 June. The 1999 European Parliament election was the United Kingdom's part of the European Parliament election 1999. It was held on 10 June 1999. Following the European Parliamentary Elections Act 1999, it was the first European election to be held in the United Kingdom where the whole country used a system of proportional representation. In total, 87 Members of the European Parliament were elected from the United Kingdom across twelve new regional constituencies. The change in voting system resulted in significant changes in seats. Susan Waddington
Susan Waddington (born 23 August 1944) is a British education official and Labour Party politician who was Member of the European Parliament for Leicester. Born in Norfolk, Waddington attended Blyth Grammar School and the University of Leicester. She worked as an adult education field officer, before becoming an assistant director at Derbyshire LEA, and then at Birmingham LEA. In 1973, Waddington was elected to Leicestershire County Council, serving until 1991, and she was leader of the council from 1982 until 1984. At the 1994 European Parliament election, she was elected to represent Leicester, serving until 1999. Waddington was president of the European Association for the Education of Adults from 2008 to 2013. It was held on Thursday 9 June, though, as usual, the ballots were not counted until the evening of Sunday 12 June.
