In the United States, an interstate compact is a pact or agreement between two or more states, or between states and any foreign sub-national government. Description Most early interstate compacts resolved boundary disputes, but since the early 20th century, compacts have increasingly been used as a tool of state cooperation and mutual recognition on infrastructure, services and professional licensing, often to ease administrative barriers and reduce costs and litigation. In some cases, an agreement will create a new multi-state governmental agency which is responsible for administering or improving some shared resource such as a seaport or public transportation infrastructure. Emergency Management Assistance Compact
The Emergency Management Assistance Compact (EMAC) is a mutual aid agreement among states and territories of the United States. It enables states to share resources during natural and man-made disasters, including terrorism. EMAC complements the national disaster response system. EMAC is used alongside federal assistance or when federal assistance is not warranted. EMAC facilitates the maximum use of all available resources within member states' inventories. How it works Under EMAC, requests and deployment of resources are made at the discretion of the affected state. At all times, affected states retain the choice of seeking resource support from states, the federal government, or both as may be determined by the size of the disaster event.
