Independent Commission For Aid Impact
The Independent Commission for Aid Impact (ICAI) is an independent non-departmental public body tasked with the scrutiny of British Official development assistance (ODA). Launched in May 2011 by then Secretary of State for International Development Andrew Mitchell, the body scrutinises and reports on the effectiveness of British ODA, focusing on the work of the Department for International Development (DFID) and other government departments that disperse ODA. It however, does not cover ODA provided by devolved governments, that is, the Scottish and Welsh governments. ICAI's current Chief Commissioner is Dr Tamsyn Barton. ICAI's work is monitored by the Sub-Committee on the work of the Independent Commission for Aid Impact part of the International Development Committee. Non-departmental Public Body
In the United Kingdom, non-departmental public body (NDPB) is a classification applied by the Cabinet Office, Treasury, the Scottish Government and the Northern Ireland Executive to public sector organisations that have a role in the process of national government but are not part of a government department. NDPBs carry out their work largely independently from ministers and are accountable to the public through Parliament; however, ministers are responsible for the independence, effectiveness and efficiency of non-departmental public bodies in their portfolio. The term includes the four types of NDPB (executive, advisory, tribunal and independent monitoring boards) but excludes public corporations and public broadcasters ( BBC, Channel 4 and S4C). Official Development Assistance
Official development assistance (ODA) is a category used by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) to measure foreign aid. The DAC first adopted the concept in 1969. It is widely used as an indicator of international aid flow. It refers to material resources given by the governments of richer countries to promote the economic development of poorer countries and the welfare of their people. The donor government agency may disburse such resources to the government of the recipient country or through other organizations. Most ODA is in the form of grants, but some is measured as the concessional value in soft (low-interest) loans. In 2019, the annual amount of state donor aid counted as ODA was US$ 168 billion, of which US$ 152 billion came from DAC donors. The officeholder headed the Department for International Development (DFID) as secretary of state from 1997 to 2020. The office formed part of the British Cabinet. Andrew Mitchell
Andrew John Bower Mitchell (born 23 March 1956) is a British politician who has been the Member of Parliament (MP) for Sutton Coldfield since 2001. A member of the Conservative Party, Mitchell was previously the MP for Gedling from 1987 to 1997. Mitchell served in the Cabinet as Secretary of State for International Development from 2010 to 2012 and then briefly as Government Chief Whip in the House of Commons until he resigned after an alleged altercation with a police officer, referred to as " Plebgate". The Department for International Development (DFID) was a department of HM Government responsible for administering foreign aid from 1997 to 2020. The goal of the department was "to promote sustainable development and eliminate world poverty". DFID was headed by the United Kingdom's Secretary of State for International Development. Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. International development or global development is a broad concept denoting the idea that societies and countries have differing levels of economic development, economic or human development (humanity), human development on an international scale.
