''Henderson v. The Interstate Commerce Commission (ICC) was a regulatory agency in the United States created by the Interstate Commerce Act of 1887. The agency's original purpose was to regulate railroads (and later Trucking industry in the United States, trucking) to ensure fair rates, to eliminate rate discrimination, and to regulate other aspects of common carriers, including Intercity bus service, interstate bus lines and telephone companies. United States Congress, Congress expanded ICC authority to regulate other modes of commerce beginning in 1906. Separate But Equal
Separate but equal was a legal doctrine in United States constitutional law, according to which racial segregation did not necessarily violate the Fourteenth Amendment to the United States Constitution, which nominally guaranteed "equal protection" under the law to all people. Under the doctrine, as long as the facilities provided to each race were equal, state and local governments could require that services, facilities, public accommodations, housing, medical care, education, employment, and transportation be segregated by race, which was already the case throughout the states of the former Confederacy.
