Hamlin Valentine Snell
Hamlin Valentine Snell (February 14, 1810 – January 29, 1886) was an American lawyer and politician in Florida. He served as speaker of the Florida House of Representatives, was president of the Florida State Senate, and was the eighth mayor of Tampa, Florida. He was born in Savannah, Georgia. He was William Whitaker (pioneer), William H. Whitaker's half-brother. Snell originally moved to Florida in the late 1830s. In 1840 he'd be elected as Calhoun County's representative to the Legislative Council of the Territory of Florida, Territorial Legislative Council. He'd move once more again to what is today Sarasota in 1842 where he started a guava plantation. Snell moved to Tampa sometime in late 1857. He became the Port of Tampa's deputy collector in June 1858. He'd serve as the Mayor of Tampa from February 1, 1860, until February 2, 1861. Philip Dell
Philip Dell was a Florida politician. Philip Dell was the son of James Maxey Dell of Virginia, who owned a large slave plantation in Alachua County, Florida in the 1820s and represented the county in the Legislative Council of the Florida Territory from 1825 to 1831. Dell may have been the brother of John B. Dell, a powerful Democratic politician who represented the 8th District in the Florida Senate and Alachua in the Florida House of Representatives in the 1880s and 1890s. Dell himself represented Alachua in the House in 1852, 1854, 1855, and 1864 and was Speaker of the Florida House of Representatives in 1855 and 1864. He also represented the 14th District in the Florida Senate in 1856, 1858, and 1858 and was President of the Florida Senate in 1856. Fort Brooke
Fort Brooke was a historical military post established at the mouth of the Hillsborough River in present-day Tampa, Florida in 1824. Its original purpose was to serve as a check on and trading post for the native Seminoles who had been confined to an interior reservation by the Treaty of Moultrie Creek (1823), and it served as a military headquarters and port during the Second Seminole War (1835-1842). The village of Tampa developed just north of the fort during this period, and the area was the site of a minor raid and skirmish during the American Civil War. The obsolete outpost was sparsely garrisoned after the war, and it was decommissioned in 1883 just before Tampa began a period of rapid growth, opening the land for development. The Mayor is the highest elected official in Tampa, Florida. Since its incorporation in 1856, the town has had 59 mayors. Tampa had no mayor from 1862 until 1866, during which time the city government was temporarily suspended during and immediately after the American Civil War. Election process In 1910, the white supremacist White Municipal Party was established in Tampa. It excluded African Americans from being members effectively excluding African American voters from having influence in the city's mayoral elections from 1910 until 1947.
