''Neighbours'' is an Australian television soap opera created by Reg Watson. It was first broadcast on 18 March 1985. The following is a list of characters that first appeared in the serial in 1999, by order of first appearance. All characters were introduced by the show's then executive producer Stanley Walsh. The 15th season of ''Neighbours'' began airing from 18 January 1999. Bess O'Brien, the mother of established character Sarah Beaumont, was introduced in February. May saw the arrival of Peter Hannay, while Martin Chester began appearing from July. Daniel Fitzgerald, Teabag Teasdale and Teresa Bell arrived in September. ''Neighbours'' is an Australian television soap opera that has aired since 18 March 1985. It was created by television executive Reg Watson. The Seven Network commissioned the show following the success of Watson's earlier soap '' Sons and Daughters''. Although successful in Melbourne, ''Neighbours'' underperformed in the Sydney market and was cancelled by Seven four months after it began airing. It was immediately commissioned by rival Network Ten for a second production season, which began screening on 20 January 1986. Jason Herbison (born 1972) is an Australian television producer, screenwriter and novelist, most recently serving as the executive producer of the soap opera ''Neighbours''. He has written scripts for numerous television serials, and has published several novels. Joel Samuels is a fictional character from the Australian television soap opera ''Neighbours'', played by Daniel MacPherson. MacPherson secured the role after auditioning for casting director Jan Russ, who suggested that the script producers write the part of Joel for him.
