The football tournament at the 1983 Spartakiad of Peoples of the USSR was a preparatory competition for the Soviet Union Olympic football team among the Olympic reserves and the third football tournament at the Spartakiad of Peoples of the USSR. The competition took place on July 16 through August 3, 1983 as part of the Spartakiad of Peoples of the USSR. The football team of Moscow were the two-times defending champions. The competition included footballers under 20 years of age (U-20, born between 1963 and 1965). All participating teams at first were split in four groups with top two team in each of them advancing to the next round forming two semifinal groups of four in each. The Commonwealth of Independent States Cup () is a defunct annual regional association football tournament, recognized by FIFA. The tournament was initially established for football clubs of the former Soviet Union republics in 1993 (a year later since the collapse). On several occasions, some national football organizations of the former Soviet republics as well as individual clubs refused participation in the tournament for different reasons. In a sport or game, sudden death (also sudden-death, sudden-death overtime, or a sudden-death round) is a form of competition where play ends as soon as one competitor is ahead of the others, with that competitor becoming the winner. Sudden death is typically used as a tiebreaker when a contest is tied at the end of regulation (normal) playing time or the completion of the normal playing task. An alternative tiebreaker method to sudden death is to play an extra, shortened segment of the game. In association football, a penalty shoot-out (previously known as kicks from the penalty mark) is a tie-breaking method to determine which team is awarded victory in a match that cannot end in a draw, when the score is tied after the normal time as well as extra time (if used) has expired.
