Florent Parfait Mana is a Malagasy geographer and politician. A member of the National Assembly of Madagascar, he was elected as a member of the Tiako I Madagasikara party in the 2007 Malagasy parliamentary elections. Toliara
Toliara (also known as ''Toliary'', ; formerly ''Tuléar'') is a city in southern Madagascar. It is the capital of the Atsimo-Andrefana region, located 936 km southwest of the national capital Antananarivo. The current spelling of the name was adopted in the 1970s, reflecting the orthography of the Malagasy language.
