Osama bin Laden authored two fatāwā in the late 1990s. The first was published in August 1996 and the second in February 1998. At the time, bin Laden was not a wanted man in any country except his native Saudi Arabia, and was not yet known as the leader of the international jihadist organization al-Qaeda. Osama Bin Laden
Osama bin Mohammed bin Awad bin Laden (10 March 1957 – 2 May 2011) was a Saudi-born extremist militant who founded al-Qaeda and served as its leader from 1988 until his death in 2011. Ideologically a pan-Islamist, his group is designated as a terrorist group by the United Nations Security Council, the North Atlantic Treaty Organization (NATO), the European Union, and various countries. Belonging to the wealthy Bin Laden family, Osama bin Laden was born in Saudi Arabia. His father was Mohammed bin Awad bin Laden, a Saudi millionaire from Hadhramaut, Yemen, and the founder of the construction company, Saudi Binladin Group. Luxor Massacre
The Luxor massacre was the killing of 62 people, mostly tourists, on 17 November 1997, at Deir el-Bahari, an archaeological site and major tourist attraction across the Nile from Luxor, Egypt. Attack Deir el-Bahari is one of Egypt's top tourist attractions, notable for the spectacular Mortuary Temple of Hatshepsut, an 18th Dynasty pharaoh. The temple is also known as Djoser-Djeseru (Holy of Holies in ancient Egyptian). In the mid-morning attack, six gunmen killed 58 foreign nationals and four Egyptians. A fatwā ( ; ar, فتوى; plural ''fatāwā'' ) is a legal ruling on a point of Islamic law (''sharia'') given by a qualified '' Faqih'' (Islamic jurist) in response to a question posed by a private individual, judge or government. A jurist issuing fatwas is called a '' mufti'', and the act of issuing fatwas is called ''iftāʾ''. Fatwas have played an important role throughout Islamic history, taking on new forms in the modern era. Resembling ''jus respondendi'' in Roman law and rabbinic ''responsa'', privately issued fatwas historically served to inform Muslim populations about Islam, advise courts on difficult points of Islamic law, and elaborate substantive law. The National Commission on Terrorist Attacks Upon the United States, also known as the 9/11 Commission, was set up on November 27, 2002, "to prepare a full and complete account of the circumstances surrounding the September 11 attacks", including preparedness for and the immediate response to the attacks. Sanctions Against Iraq
The sanctions against Iraq were a comprehensive financial and trade embargo imposed by the United Nations Security Council (UNSC) on Iraq. They began August 6, 1990, four days after Iraq's invasion of Kuwait, stayed largely in force until May 22, 2003 (after Saddam Hussein's being forced from power), and persisted in part, including reparations to Kuwait. The original stated purposes of the sanctions were to compel Iraq to withdraw from Kuwait, to pay reparations, and to disclose and eliminate any weapons of mass destruction (WMD). In December 2021, Iraq's central bank announced that it had paid off its entire debt of $52 billion in war reparations to Kuwait.
