Decibar
The bar is a metric unit of pressure defined as 100,000  Pa (100 kPa), though not part of the International System of Units (SI). A pressure of 1 bar is slightly less than the current average atmospheric pressure on Earth at sea level (approximately 1.013 bar). By the barometric formula, 1 bar is roughly the atmospheric pressure on Earth at an altitude of 111 metres at 15 °C. The bar and the millibar were introduced by the Norwegian meteorologist Vilhelm Bjerknes, who was a founder of the modern practice of weather forecasting, with the bar defined as one megadyne per square centimetre. The SI brochure, despite previously mentioning the bar, now omits any mention of it.. The bar has been legally recognised in countries of the European Union since 2004.British Standard BS 350:2004 ''Conversion Factors for Units''. The US National Institute of Standards and Technology (NIST) deprecates its use except for "limited use in meteorology" and lists it a ...

After a career in the Soviet Army, Dbar became one of Abkhazia's military leaders in the War in Abkhazia (1992-1993), 1992-1993 war with Georgia. On 21 May 1993, he was appointed Chief of Staff and promoted to the rank of Major General. After the war, on 30 December 1993, he was promoted to the rank of Lieutenant General. On 27 September 1994, he was awarded the title Hero of Abkhazia. On 30 August 1995, he was made Deputy Minister of Defence. In June 1996, he retired from the army, becoming Advisor to the President the next month. Sergei Dbar was elected the first chairman of the war veterans organisation Amtsakhara during its founding congress on 31 March 1999. In July 2001, Dbar was dismissed as Presidential Advisor due to budget cuts, but during the 2001 Kodori crisis, Dbar re-entered the army, becoming Commander of the Northe ...

Complex Differential Form
In mathematics, a complex differential form is a differential form on a manifold (usually a complex manifold) which is permitted to have complex coefficients. Complex forms have broad applications in differential geometry. On complex manifolds, they are fundamental and serve as the basis for much of algebraic geometry, Kähler geometry, and Hodge theory. Over non-complex manifolds, they also play a role in the study of almost complex structures, the theory of spinors, and CR structures. Typically, complex forms are considered because of some desirable decomposition that the forms admit. On a complex manifold, for instance, any complex ''k''-form can be decomposed uniquely into a sum of so-called (''p'', ''q'')-forms: roughly, wedges of ''p'' differentials of the holomorphic coordinates with ''q'' differentials of their complex conjugates. The ensemble of (''p'', ''q'')-forms becomes the primitive object of study, and determines a finer geometrical structure on the ...

DBAR Problem
The DBAR problem, or the \bar-problem, is the problem of solving the differential equation \bar f (z, \bar) = g(z) for the function f(z,\bar), where g(z) is assumed to be known and z = x + iy is a complex number in a domain R\subseteq \Complex. The operator \bar is called the DBAR operator: \bar = \frac \left(\frac + i \frac \right) The DBAR operator is nothing other than the complex conjugate of the operator \partial=\frac = \frac \left(\frac - i \frac \right) denoting the usual differentiation in the complex z-plane. The DBAR problem is of key importance in the theory of integrable systems, Schrödinger operators and generalizes the Riemann–Hilbert problem In mathematics, Riemann–Hilbert problems, named after Bernhard Riemann and David Hilbert, are a class of problems that arise in the study of differential equations in the complex plane. Several existence theorems for Riemann–Hilbert problems .... Citations References * *{{cite arXiv, last=Konopelchenko , first=B. ...

D With Stroke
Đ (lowercase: đ, Latin alphabet), known as crossed D or dyet, is a letter formed from the base character D, D/d overlaid with a bar (diacritic), crossbar. Crossing was used to create eth (ð), but eth has an uncial as its base whereas ''đ'' is based on the straight-backed roman ''d,'' like in the sámi language , Sámi languages and vietnamese language , Vietnamese. Crossed ''d'' is a letter in the alphabets of several languages and is used in linguistics as a voiced dental fricative. Appearance In the lowercase, the crossbar is usually drawn through the Ascender (typography), ascender, but when used as a phonetic symbol it may be preferred to draw it through the bowl (typography), bowl, in which case it is known as a barred ''d''. In some African languages' orthographies, such as that of Moro language, Moro, the barred ''d'' is preferred. In the uppercase, the crossbar normally crosses just the left stem, but in Vietnamese and Moro it may sometimes cross the entire le ...

Debarment
Debarment is the state of being excluded from enjoying certain possessions, rights, privileges, or practices and the act of prevention by legal means. For example, companies can be debarred from contracts due to allegations of fraud, mismanagement, and similar improprieties. Firms, individuals, and non-governmental organizations can be debarred. In cross-debarment, organizations and agencies agree to mutually exclude others based on debarment by affiliates. As an amendment to the U.S. Food and Drugs Act Debarment is a penalty set forth in a 1992 amendment to the Food and Drugs Act, which the U.S. Food and Drug Administration can, and sometimes must, impose on persons or companies that engage in criminal conduct with respect to the development or approval of new drugs. The penalty itself is a prohibition against that person or company from submitting or assisting in the submission of such an application. By statute, it only applies to applications for approval of new drugs, and not ...
