is the second-largest city in Japan by population as well as by area, and the country's most populous municipality. It is the capital and most populous city in Kanagawa Prefecture, with a population of 3.7 million in 2023. It lies on Tokyo Bay, south of Tokyo, in the KantÅ region of the main island of Honshu. Designated cities are delegated many of the functions normally performed by prefectures of Japan, prefectural governments in fields such as public education, social welfare, sanitation, business licensing, and urban planning. The city government is generally delegated the various minor administrative functions in each area, and the prefectural government retains authority over major decisions.
