Wind power in Virginia is in the early stages of development. In March 2015, Virginia became the first state in the United States to receive a wind energy research lease to build and operate offshore wind turbines in federal waters. Virginia has no utility scale wind farms. The Virginia Clean Economy Act of 2020 directs the construction of 16,100 MW of solar power and onshore wind and up to 5,200 MW of offshore wind by 2035, bringing the state's utility-delivered power to 100% renewable energy by 2045. Wind power in New Jersey is in the early stages of development. As of 2022, New Jersey has just six wind turbines, but the state has plans to develop several major offshore wind projects on the continental shelf of the Atlantic Ocean off the southern Jersey Shore. Legislation has been enacted to support the industry through economic incentives and to permit wind turbines on existing piers. Block Island Wind Farm was the first commercial offshore wind farm in the United States, located from Block Island, Rhode Island in the Atlantic Ocean.
