The Dutch-speaking Flemish Community, the French Community and the German Community thus determine which institutes of higher education they organise or recognise, and which diplomas may be legally issued by these institutes. The Antwerp Maritime Academy (''Dutch'': Hogere Zeevaartschool Antwerpen; ''French'': École supérieure de navigation d'Anvers) is a university college in Belgium, located in the north of Antwerp. The academy trains future officers of the Merchant Navy and Belgian Navy. The Webometrics Ranking of World Universities, also known as Ranking Web of Universities, is a ranking system for the world's universities based on a composite indicator that takes into account both the volume of the Web content (number of web pages and files) and the visibility and impact of these web publications according to the number of external inlinks (site citations) they received. The ranking is published by the Cybermetrics Lab, a research group of the Spanish National Research Council located in Madrid. The aim of the ranking is to improve the presence of the academic and research institutions on the Web and to promote the open access publication of scientific results. The transnationale Universiteit Limburg (abbreviation tUL and translation in English is: 'transnational University Limburg') is based in Belgium and the Netherlands. The tUL was founded together by both the Universiteit Maastricht and the Limburgs Universitair Centrum, now Hasselt University as a way to co-operate better.
