Special Protection Areas
A special protection area (SPA) is a designation under the European Union Birds Directive, Directive on the Conservation of Wild Birds. Under the Directive, Member States of the European Union (EU) have a duty to safeguard the habitat (ecology), habitats of Bird migration, migratory birds and certain particularly threatened birds. Together with Special Area of Conservation, special areas of conservation (SACs), the SPAs form a network of protected sites across the EU, called Natura 2000. Each SPA has an EU code – for example the North Norfolk Coast SPA has the code ''UK9009031''. In the United Kingdom As at 21 September 2006, there were 252 classified SPAs and 12 proposed SPAs in England, Scotland, Wales and Northern Ireland. Specially Protected Areas of Mediterranean Importance (SPAMI) are sites "of importance for conserving the components of biological diversity in the Mediterranean; contain ecosystems specific to the Mediterranean area or the habitats of endangered species; are of special interest at the scientific, aesthetic, cultural or educational levels". Context The Protocols are part of a wider international effort aimed at protecting the Mediterranean Sea, ''i.e.'' the MAP, a programme co-ordinated by UNEP the origins of which go back to the Barcelona Convention of 1976 for Protection against Pollution in the Mediterranean. The Wildlife and Countryside Act 1981 (c. 69) is an act of Parliament in the United Kingdom implemented to comply with European Council Directive 79/409/EEC on the conservation of wild birds. In short, the act gives protection to native species (especially those at threat), controls the release of non-native species, enhances the protection of Sites of Special Scientific Interest and builds upon the rights of way rules in the National Parks and Access to the Countryside Act 1949. The act is split into 4 parts covering 74 sections; it also includes 17 schedules. The legislation has strength; few amendments have been made to it, and it has acted as a foundation for later legislation to build upon.
