Samadagha Shikhlarov
Samadagha Shikhlarov (; 5 September 1955 – 1 June 2021) was an Azerbaijani professional footballer who played as forward for Neftchi Baku PFC, Khazar, SKA Kiev, Chiraqqala Siyazan. Shikhlarov was well known for his heading ability, remembered for his two goals against Spartak Moscow in 1982. He played for the Neftchi Baku up to 152 times, by scoring 21 goals in Soviet Top League and twice for the Soviet Union Olympic national football team. He was appointed Neftchi's scout in March 2009. He moved to Olimpik-Shuvalan PFC Baku after Nazim Suleymanov's arrival at the club. Khalil Rza Uluturk (), (21 October 1932, Salyan District, Azerbaijan, Salyan – 22 June 1994, Baku) was an Azerbaijani poet. Khalil Rza Uluturk was a critic, literary scholar, translator, member of the Azerbaijan Writers' Union since 1954, Doctor of Philological Sciences (1969), Honored Art Worker (Azerbaijan), Honored Art Worker of Azerbaijan (1986), laureate of the M.F. Akhundov Literary Award (1991), and People's Poet of the Republic of Azerbaijan (1992). Posthumously, he was awarded the "Istiglal Order, Istiglal" (Independence) Order. Lieutenant General Rail Rzayev (; March 10, 1945 – February 11, 2009) was the Commander of the Azerbaijani Air Force from shortly after Azerbaijan's independence in the early 1990s, to his death in 2009. Early life Rzayev was born on March 10, 1945, in Salyan, Azerbaijan. The club was first promoted after FK Masallı withdrew for the 2008/09 season. On 31 October 2008, FK NBC Salyan changed its name to FK Mughan.
