It is the administrative centre for the Rural City of Benalla local government area. History Prior to the European settlement of Australia, the Benalla region was populated by the Taungurung people, an Indigenous Australian people. A 1906 history recounts that prior to white settlement "as many as 400 blacks would meet together in the vicinity of Benalla to hold a Corroboree, corrobboree". The area was first explored in 1824 by Hamilton Hume and William Hovell, who recorded an agricultural settlement called "Swampy". The expedition was followed by that of Major Thomas Mitchell in 1834. Major Plains is a locality situated to the north-west of Benalla in Victoria, Australia. It is 226 kilometres by road from Melbourne. The main east–west roads in the locality are Dookie-Devenish Road, Major Plains Road and Gooroombat-Dookie College Road (Thomas Road), while the main north–south roads are Duggans Road, Benalla Boundary Road (which divides the local government areas) and Roberts Road. A primary school operated in the locality between 1918 and 1946. The original Major Plains Post Office was opened on 1 July 1870 and was temporarily renamed as Devenish Post Office between 1874 and 1878 before closing in 1898. A post office was re-established in 1901 and operated until 1948. The heavy clay soil originally supported a Grey Box and Red Gum grassy woodland, and grassy wetlands to the north of Grogans Road. The city, which was surrounded by the Shire of Benalla, covered an area of , and existed from 1948 until 1994. History The Shire of Benalla was first incorporated as a road district on 4 September 1868, and became a shire on 3 September 1869. On 1 September 1948, after considerable growth of Benalla as a regional centre, the Central Riding was severed from the shire, to become the Borough of Benalla. Further land was transferred to the borough on 10 April 1956 and 1 February 1964, after which the borough was proclaimed a city by the Governor of Victoria, on 26 May 1965. It included the towns of Benalla and Mansfield, and was formed in 1994 from the amalgamation of the City of Benalla, Shire of Benalla, the then Shire of Mansfield and part of the Shire of Violet Town. Winton is a locality near Benalla, Victoria, Australia. It is located in the Glenrowan wine region within 50 km of some of the wineries of North East Victoria, as well as being close to other local attractions including Glenrowan, the site of the famous Bushranger Ned Kelly's last stand. Thoona is a town in north-eastern Victoria, Australia. The town is in the Rural City of Benalla local government area, north east of the state capital Melbourne. At the , Thoona and the surrounding area had a population of 474 dropping to just 127 ten years later. Thoona Post Office opened on 18 August 1882. Thoona Primary School closed in 2015.
