Israel has a well-developed road network spanning the entire country. This network is undergoing constant improvement and expansion to accommodate the rising number of vehicles on its roadways, reduce commute times, and facilitate the outward de-concentration of residential, business, and government centers north and south of the country's center. Safed
Safed (), also known as Tzfat (), is a city in the Northern District (Israel), Northern District of Israel. Located at an elevation of up to , Safed is the highest city in the Galilee and in Israel. Safed has been identified with (), a fortified town in the Upper Galilee mentioned in the writings of the Roman Jewish historian Josephus. The Jerusalem Talmud mentions Safed as one of five elevated spots where fires were lit to announce the Rosh Chodesh, New Moon and festivals during the Second Temple period. Samaria
