The new areas or new districts of the People's Republic of China are new urban districts that are given special economic and development support by the Chinese Central Government or regional government. New areas are divided into two varieties: administrative or management and further divided into levels: state-level, provincial-level, and prefectural-level. State-level new areas The State-level new areas of the People's Republic of China are special economic-development zones supported by the central government. The zones are parts of cities at various levels in the formal hierarchy but are known as "national-level" or "state-level" in reference to the preferential policies and privileges that are granted directly by the State Council. Putuo District is a District (China), district of Zhoushan City, Zhejiang, China with a population of 378,805. The district used to be a county. Hu County
Huyi District (), formerly known as Hu County or Huxian (, written as / before 1964, (same for both ways of writing)), is one of 11 urban districts of the prefecture-level city of Xi'an, the capital of Shaanxi Province, Northwest China. The district was approved to establish from the former ''Hu County'' () by the Chinese State Council on November 24, 2016. As of 2018, its population was 558,600. The district borders the prefecture-level cities of Xianyang to the north and Ankang to the south and Chang'an District to the east. It has an area of , and contains 11 towns and five townships. Towards its south the district is bordered by the Qin Mountains and to the north by the Weihe River. Thirty-six rivers run through the area, making the land very fertile.
