The Free Trade Area of the Americas (FTAA, , ALCA, Portuguese: ''Área de Livre Comércio das Américas'', ALCA, French: Zone de libre-échange des Amériques, ZLEA) was a proposed agreement to eliminate or reduce the trade barriers among all countries in the Americas, excluding Cuba. Tupamaros
The National Liberation Movement – Tupamaros (, MLN-T) was a Marxist–Leninist urban guerrilla group that operated in Uruguay during the 1960s and 1970s. In 1989, the group was admitted into the Broad Front and a large number of its members joined the Movement of Popular Participation (MPP). Formed in the early 1960s, the MLN-T sought to create a revolutionary state through armed struggle, taking inspiration from the 1953–59 Cuban Revolution led by Fidel Castro. Just like the majority of Cuban revolutionaries, the Tupamaros operated in primarily urban areas. The organization gained notoriety for its violent acts of sabotage, bank and armory robberies, assassinations of military and police officers, bombings, and kidnappings of judges, businessmen, diplomats and politicians. Dan Mitrione
Daniel Anthony Mitrione (August 4, 1920 – August 10, 1970) was a U.S. government official in Latin America, where he taught torture techniques to local authoritarian regimes. He was kidnapped and executed by the Tupamaros, a Marxist–Leninist guerrilla group fighting against the Uruguayan government, in Montevideo, Uruguay in 1970. A Cuban who claimed to have infiltrated the CIA said Mitrione would use homeless people as guinea pigs for torture methods, and had personally tortured four homeless people to death during a training session that he witnessed. Early life and career Dan Mitrione was born in Italy, the second son of Joseph and Maria Mitrione. The Office of Public Safety (OPS) was a U.S. government program within the United States Agency for International Development (USAID) that provided training, assistance and equipment to the security forces of U.S. allies. The program commenced in November 1962 and was terminated by Congress in 1974. Origins and Objectives The OPS originated in the Public Safety program under the International Cooperation Administration (ICA) in 1954. Quarai River
Quarai, also known historically as Quarai State Monument, is a prehistoric and historic unit of the Salinas Pueblo Missions National Monument located north of Mountainair, New Mexico. A National Historic Landmark District, it encompasses the archaeological remains of prehistoric Native American settlements, historic remains of a pueblo that was abandoned in the 1670s during the Spanish colonial period, the ruins of a 17th-century Spanish mission compound, and 19th-century Spanish ranching artifacts.
