In the Russian Federation, a city of federal importance (), also known as a federal city, is a city that has a status of both an inhabited locality and a constituent federal subject. Russia has three federal cities: Moscow, Saint Petersburg, and Sevastopol, which was annexed in 2014 but remains internationally recognised as part of Ukraine. Moscow and Saint Petersburg are the largest cities in the country: Moscow is the national capital and Saint Petersburg is a former Russian capital and an important port city by the Baltic Sea. Currently, Sevastopol houses the Sevastopol Naval Base, the main port of the Russian Black Sea Fleet. The federal districts ( rus, федеральные округа, p=fʲɪdʲɪˈralʲnɨjɪ ɐkrʊˈɡa) are groupings of the federal subjects of Russia, federal subjects of Russia. The Southern Federal District ( rus, Южный федеральный округ, p=ˈjuʐnɨj fʲɪdʲɪˈralʲnɨj ˈokrʊk) is one of the eight federal districts of Russia. Its territory lies mostly on the Pontic–Caspian steppe of Southern Russia. The coat of arms of Sevastopol is a heraldic symbol representing the city of Sevastopol, Crimea. It is featured in the middle of the flag of Sevastopol on a red background. From 21 July 1893, until the October Revolution in 1917, Sevastopol, under the Russian Empire, used a royal coat of arms, which featured the monograms of Tsars Nicholas I and Alexander II. Northwestern Federal District ( rus, Северо-Западный федеральный округ, p=ˌsʲevʲɪrə ˈzapədnɨj fʲɪdʲɪˈralʲnɨj ˈokrʊk) is one of the federal districts of Russia, eight federal districts of Russia.
