Kieran O'Donnell (born 8 May 1963) is an Irish Fine Gael politician who has served as a Minister of State (Ireland), Minister of State since December 2022. He has been a Teachta Dála (TD) for the Limerick City (Dáil constituency), Limerick City constituency since the 2020 Irish general election, 2020 general election, and previously from 2011 to 2016 and from 2007 to 2011 for the Limerick East (Dáil constituency), Limerick East constituency. Health care in Ireland is delivered through public and private healthcare. The public Health system, health care system is governed by the Health Act 2004, which established a new body to be responsible for providing health and personal social services to everyone living in Ireland – the Health Service Executive. The HSE national health service officially began on 1 January 2005. A large scale reform program called Sláintecare has been in progress since 2020 aiming to transition to a universal single-tier health and social care system. Alongside the publicly funded HSE there is a large private healthcare system funded through optional health insurance and direct payment models. The Health Information and Quality Authority (HIQA, ; ) is a statutory, government-funded agency in Ireland which monitors the safety and quality of the healthcare and social care systems. Mooted as early as 2001, HIQA received its powers and mandate in May 2007 under the Health Act 2007. The Authority also exercises functions under the Child Care Act 1991 and the Children Act 2001. Hospitals The Authority has produced a number of reports and recommendations on the safety of care in both public and private hospitals. Stephen Donnelly
Stephen Donnelly (born 14 December 1975) is an Irish former Fianna Fáil politician who served as Minister for Health from June 2020 to January 2025. He was a Teachta Dála (TD) for the Wicklow constituency from 2011 to 2024. On his election to Dáil Éireann, Donnelly first sat as an independent deputy. He then co-founded the Social Democrats in 2015, becoming joint leader of that new party. He left the Social Democrats in 2016, and represented Wicklow as an independent before joining Fianna Fáil in February 2017.
