Under Germany's mixed member proportional system of election, the Bundestag has 299 constituencies ( (), electoral districts), which are used to elect members of the Bundestag. Before the electoral reform in 2023, each constituency directly elected one MP, with the remaining seats being elected from the various party closed lists in each of Germany's sixteen states, distributed in a manner that ensures that the overall proportion of representatives for each party above the threshold was in proportion to the share of votes its lists received nationwide. Since the 2023 reform, constituency seats are only allocated to the candidate with the most votes, if the party is proportionally entitled to the seat in that state. If a party has more constituency pluralities than it is proportionally entitled to seats in a state, only the best performing constituency winners, ranked by relative vote share, are elected. Mixed-member proportional representation (MMP or MMPR) is a type of representation provided by some mixed electoral system, mixed electoral systems which combine local Winner-take-all system, winner-take-all elections with a Compensation (electoral systems), compensatory tier with Party-list proportional representation, party lists, in a way that produces proportional representation overall. Like proportional representation, MMP is not a single system, but a principle and goal of several similar systems. Some systems designed to achieve proportionality are still called mixed-member proportional, even if they generally fall short of full proportionality. Alexander Throm (born 8 September 1968 in Heilbronn) is a German lawyer and politician of the Christian Democratic Union (CDU) who has been serving as a member of the Bundestag (Germany's national parliament) from the state of Baden-Württemberg, representing the Heilbronn electoral district, as a direct candidate since 2017. Hermann Färber (born 26 March 1963) is a German politician of the Christian Democratic Union (CDU) who has been serving as a member of the Bundestag from the state of Baden-Württemberg since 2013.
