In the 1970s, the city was officially designated to have been founded in 482, and thus its 1500th anniversity was celebrated in 1982, but depending on various criteria, the city or settlement may date back at least 2,000 years. Archaeologists have dated the oldest-known settlement in the area to 25,000 BC. Legend recorded in later writings such as the ''Primary Chronicle'' has it that Saint Andrew (d. The flag of Kyiv was approved by the Kyiv City Council on 25 May 1995, at the behest of the then head of the Kyiv City Council of People's Deputies Leonid Kosakovsky. Kiev Governorate was an administrative-territorial unit ('' guberniya'') of the Russian Empire (1796–1917), Ukrainian People's Republic (1917–18; 1918–1921), Ukrainian State (1918), and the Ukrainian Soviet Socialist Republic (1919–1925; part of the Soviet Union since 1922). It included the territory of the right-bank Ukraine and was formed after a division of the Kiev Viceroyalty into Kiev and Little Russia Governorates in 1796. Its capital was in Kiev. Hero City is a Soviet title of honor, honorary title awarded for outstanding heroism during World War II (the Eastern Front (World War II), Eastern Front is known in most countries of the former Soviet Union as the Great Patriotic War (term), Great Patriotic War).
