The Civil defense of the GDR (German language, German: ) was a civil defense organization of the German Democratic Republic from 1976 to 1990. Its purpose was for the protection of the population, the economy, vital facilities and cultural values against the consequences of disasters and accidents. In the event of war, it should also serve to protect its own population from military operations. The beginnings of civil defense in Germany go back to considerations after the First World War that the democratic constitutional state must be defended in peacetime and should include the non-military part of defense. Warning System
A warning system is any system of biological or technical nature deployed by an individual or group to inform of a future danger. Its purpose is to enable the deployer of the warning system to prepare for the danger and act accordingly to mitigate or avoid it. Warnings cannot be effective unless people react to them. Military Of East Germany
The National People's Army (, ; NVA ) were the armed forces of the East Germany, German Democratic Republic (DDR) from 1956 until 1990. The NVA was organized into four branches: the (Ground Forces), the (Navy), the (Air Force) and the (Border Troops). The NVA belonged to the Ministry of National Defence (East Germany), Ministry of National Defence and commanded by the National Defense Council of East Germany, which was headquartered in Strausberg - east of East Berlin. From 1962, conscription was mandatory for all DDR males aged between 18 and 60 requiring an 18-month service, and it was the only Warsaw Pact military to offer non-combat roles to conscientious objectors, known as "construction soldiers" (). Civil Conscription
Civil conscription is the obligation of civilians to perform mandatory labour for the government. This kind of work has to correspond with the exceptions in international agreements, otherwise it could fall under the category of unfree labour. There are two basic kinds of civil conscriptions. On the one hand, a compulsory service can be ordered on a temporary basis during wartimes and other times of emergency, like severe economic crisis or extraordinary natural events to provide basic services to the population. A ("colonel general") was the second-highest general officer rank in the German '' Reichswehr'' and ''Wehrmacht'', the Austro-Hungarian Common Army, the East German National People's Army and in their respective police services.
