Child's Special Allowance was a payment under the United Kingdom system of Social Security. It was not taxable, but was taken into account for means-tested benefits. It was abolished, as far as new claims were concerned, in April 1987. Harold Macmillan
Maurice Harold Macmillan, 1st Earl of Stockton (10 February 1894 – 29 December 1986), was a British statesman and Conservative Party (UK), Conservative politician who was Prime Minister of the United Kingdom from 1957 to 1963. Means Test
A means test is a determination of whether an individual or family is eligible for government benefits, assistance or welfare, based upon whether the individual or family possesses the means to do with less or none of that help. Means testing is in opposition to universal coverage, which extends benefits to everyone. Canada In Canada, means tests are used for student finance (for post-secondary education), legal aid, and " welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government. Child Poverty Action Group (CPAG) is a UK charity that works to alleviate poverty and social exclusion. History The Group first met on 5 March 1965, at a meeting organised by Harriett C. Wilson. It followed the publication of Brian Abel-Smith and Peter Townsend's work ''Poor and the Poorest'': both men were founding members of the Group, as was Harriett Wilson's son John Veit-Wilson, who later became an academic working on social policy.
