Cape St. Francis (electoral District)
Cape St. Francis is a provincial electoral district for the House of Assembly of Newfoundland and Labrador, Canada. The vast majority of the district is made up of suburban communities neighbouring the provincial capital St. John's, though the district does take in the northeast end of the city. The majority of residents commute into St. John's daily for work. Prior to 1996, the district was named St. John's East Extern, though that riding did not contain the actual Cape St. Francis prior to 1975. That district was created in 1962 from St. John's East. The district's boundaries encompass the northeastern tip of Avalon Peninsula, including the outer stretches of St. John's as well as Bauline, Flatrock, Logy Bay-Middle Cove-Outer Cove, Pouch Cove and Torbay. Joedy Wall is a Canadian politician, who was elected to the Newfoundland and Labrador House of Assembly in the 2021 provincial election. He represents the electoral district of Cape St. Francis as a member of the Newfoundland and Labrador Progressive Conservative Party. Cle Newhook
Cleophas (Cle) Newhook (June 3, 1943 – March 2, 2018) was a Canadian theologian, author and politician in Newfoundland. Newhook was leader of the Newfoundland and Labrador New Democratic Party from 1989 to 1992. However, he was unsuccessful in several attempts to win a seat for himself in the House of Assembly. Prior to becoming party leader he was the NDP's executive secretary as well as a candidate. Jack Byrne (politician)
Jack Byrne (June 2, 1951 – June 4, 2008) was a Canadian politician. He represented the riding of Cape St. Francis in the Newfoundland and Labrador House of Assembly. He was a member of the Progressive Conservatives. Politics Formerly the mayor of Logy Bay-Middle Cove-Outer Cove from 1986 to 1993, he was first elected to the House in the 1993 provincial election representing the district of St. John's East Extern. He moved to the redistricted riding of Cape St. Francis in the 1996 election, and represented that district until his death. He served as Minister of Municipal Affairs from 2003 to 2007 and from 2007 till his death he served as Deputy Speaker of the Newfoundland and Labrador House of Assembly. Kevin Parsons Jr. MHA (November 25, 1961 – 15 August 2024) was a Canadian politician from Newfoundland and Labrador. He served as the Caucus Chair for the Progressive Conservative Party. Parsons had represented the electoral district of Cape St. Francis in the Newfoundland and Labrador House of Assembly since 2008. He had previously served as the Parliamentary Secretary to the Minister of Business, Tourism, Culture and Rural Development. Prior to entering provincial politics Parsons was the Mayor of Flatrock. Thomas Valentine Hickey (14 February 1933 – 2 January 2020) was a Canadian politician. He represented the electoral district of Cape St. Francis in the Newfoundland and Labrador House of Assembly from 1966 to 1986 as a member of the Progressive Conservative Party of Newfoundland and Labrador. The son of Thomas and Mary Hickey, he was born at Outer Cove and was educated there and at Memorial University. Hickey married Dorothy Grace Wall; the couple had one daughter; SuzAnne Valentina. He worked for the Department of Social Services, was a sales representative for British American Oil and then was the owner of a groceteria. He also worked at the United States Air Force base at Fort Pepperrell. Hickey served on the town council for Placentia. In 1963 he founded and served as first president of the Placentia Regatta. William Joseph Browne
William Joseph Browne, (May 3, 1897 – January 10, 1989) was a Canadian lawyer, judge and politician. He served in the Newfoundland House of Assembly and the House of Commons of Canada. The son of Liberius Browne and Bridget O'Reilly, he was born in St. John's, Newfoundland and was educated at Holy Cross School, Saint Bonaventure's College, Merton College, Oxford, the University of Toronto and Gray's Inn in London. Browne was called to the bars of both England and Newfoundland in 1922 and practised law in Newfoundland. Browne ran unsuccessfully for the Placentia-St. Mary's seat in the Newfoundland assembly in 1923. He was elected for St. John's West in 1924 and defeated when he ran for reelection in 1928.
