Cabinet Of Namibia
The Cabinet of Namibia is an appointed body that was established by Chapter 6 (Articles 35-42) of the Constitution of Namibia. It is mandated to include: the President of Namibia, the Prime Minister of Namibia and any positions that the President so appoints. All cabinet members also sit in the National Assembly of Namibia, National Assembly. This situation has been criticised by Namibia's civil society and the opposition as creating a significant overlap between Executive (government), executive and legislature, undermining the separation of powers. Moreover, the seniority of cabinet members generally relegates ordinary MPs to the back benches. The Constitution of Namibia is the supreme law of the Republic of Namibia. Adopted on 9 February 1990, a month prior to Namibia's independence from apartheid South Africa, it was written by an elected constituent assembly. Frans Kapofi
Frans Kapofi (born 25 January 1953 at Onaame, Ohangwena region) is a Namibian politician who since 1999 has served in various positions in cabinet. A member of SWAPO, he is a military officer by training. Kapofi has been a permanent secretary for various ministries of government since 1990. Thereafter he was appointed as cabinet secretary from 1999 to 2015. From 2015 to 2018 he served as Minister of Presidential Affairs. He was appointed Minister of Home Affairs in a cabinet reshuffle on 8 February 2018. Kapofi retained his portfolio after the 2019 Namibian general election; The ministry gained additionally the portfolio of safety and security in 2020. Selma Ashipala-Musavyi (born 16 June 1960) is a Namibian diplomat who is serving as the minister of international relations and trade as well as a member of the National Assembly of Namibia since 21 March 2025 as a member of the SWAPO Party. Early life and education Selma Ashipala-Musavyi was born on 16 June 1960 in the coastal town of Walvis Bay in Erongo Region Namibia. She acquired a master's degree in diplomatic studies from Keele University. Career In March 2020, she was appointed as a higher commissioner to Ghana, the position that she held until her subsequent appointment as a minister on 21 March 2025. Ashipala-Musavyi retired from public service in 2020 after joining the ministry of foreign affairs in 1990 as deputy director. Emma Inamutila Theofelus (born 28 March 1996) is a Namibian politician, currently serving as a Ministry of Information and Communication Technology (Namibia), Minister of Information, Communication and Technology as of 9 February 2024. Theofelus was 23 years old at the time of her appointment in March 2020 and is the current youngest woman government minister in both Africa and Namibia. Lucia Magano Iipumbu (born 20 November 1975 in Onamenga near Elim) is a Namibian politician. A member of SWAPO she entered parliament in 2015 and immediately was appointed as Deputy Minister of Economic and National Planning.
