Augšdaugava Municipality
Augšdaugava Municipality ( lv, Augšdaugavas novads, "upper Daugava municipality") is one of the 35 municipalities established in Latvia in 2021. It surrounds the independent city of Daugavpils and its municipal headquarters are located there. Its first elected municipal council has taken office on 1 July 2021. Geography Augšdaugava Municipality covers an area of . It is located in the southwestern part of the Latgale region in eastern Latvia, and surrounds the city of Daugavpils on all sides. It borders Jēkabpils Municipality to the northwest, Līvāni Municipality to the north, Preiļi Municipality to the northeast, and Krāslava Municipality to the east. It also borders the Lithuanian counties of Panevėžys and Utena to the west and southwest respectively, and Vitebsk Region in Belarus to the southeast. Municipalities Of Latvia
The current administrative division of Latvia came into force on 1 July 2021. On 10 June 2020, the Saeima approved a municipal reform that would reduce the 110 municipalities and nine republic cities to 43 local government units consisting of 36 municipalities (''novadi'') and seven state cities (''valstspilsētas, plural''). On 1 June 2021, the Constitutional Court of Latvia ruled that the annexation of Varakļāni Municipality to Rēzekne Municipality was unconstitutional. In response, the Saeima decided to preserve the existence of Varakļāni Municipality as a 43rd local government unit. Previous municipal reforms after the restoration of Latvian independence were enacted in 2009 and 1990 (when parishes were restored). Counties Of Lithuania
The territory of Lithuania is divided into 10 counties ( Lithuanian: singular ''apskritis'', plural ''apskritys''), all named after their capitals. The counties are divided into 60 municipalities (Lithuanian: singular ''savivaldybė'', plural ''savivaldybės''): 9 city municipalities, 43 district municipalities and 8 municipalities. Each municipality is then divided into elderates (Lithuanian: singular ''seniūnija'', plural ''seniūnijos''). This division was created in 1994 and slightly modified in 2000. Until 2010, the counties were administered by county governors (Lithuanian: singular – ''apskrities viršininkas'', plural – ''apskrities viršininkai'') appointed by the central government in Vilnius. Ilūkste Municipality
Ilūkste Municipality ( lv, Ilūkstes novads) was a municipality in Selonia, Latvia. The municipality was formed in 2003 by merging Pilskalne Parish, Šēdere Parish, Bebrene Parish and Ilūkste town. In 2009 it absorbed Dviete parish, Eglaine parish and Subate town with its rural area the administrative centre being Ilūkste. In 2010 the rural area of Subate was reorganised as a separate territorial entity, Prode Parish. The population in 2020 was 6,412. On 1 July 2021, Ilūkste Municipality ceased to exist and its territory was merged into the newly-formed Augšdaugava Municipality. Daugavpils Municipality
Daugavpils Municipality ( lv, Daugavpils novads) was a municipality in Latgale, Latvia from 2009 to 2021. It was formed in 2009 by merging Ambeļi parish, Biķernieki parish, Demene parish, Dubna parish, Kalkūne parish, Kalupe parish, Laucesa parish, Līksna parish, Maļinova parish, Medumi parish, Naujene parish, Nīcgale parish, Saliena parish, Skrudaliena Parish, Skrudaliena parish, Svente parish, Tabore parish, Vabole parish, Vecsaliena parish and Višķi parish, with the administration located in Daugavpils city, which was not included within the municipality. After the 2021 reform it merged with Ilūkste Municipality to form the Augšdaugava Municipality within the borders of the former Daugavpils District. As of 2020, the population was 19,639.
