The president of the United Arab Emirates (), or the Raʾīs (), is the head of state of the United Arab Emirates (UAE). The president and vice presidents are ''de jure'' elected every five years by the Federal Supreme Council, and the prime minister of the United Arab Emirates is ''de jure'' appointed by the president. '' De facto'', the ruler of the Emirate of Abu Dhabi holds the presidency and the ruler of the Emirate of Dubai holds the premiership. Sheikh Zayed bin Sultan Al Nahyan (; 6 May 1918 – 2 November 2004) was an Emirati royal, politician, philanthropist and the founder of the United Arab Emirates. Zayed served as the governor of Eastern Region from 1946 until he became the ruler of Abu Dhabi in 1966, and served as the first president of the United Arab Emirates from its independence on 2 December 1971. He retained his position as Abu Dhabi's ruler from 1971 until his death in 2004. He is revered in the United Arab Emirates as the ''Waalid al-Ummah'' (" Father of the Nation"), credited for being the principal driving force behind the unification of the United Arab Emirates. While not required by the UAE constitution, the practice is that the ruler of Dubai serve as the prime minister and vice president of the UAE. The first prime minister, Sheikh Maktoum bin Rashid Al Maktoum, took office on 9 December 1971. Sheikh Maktoum bin Rashid Al Maktoum (; 15 August 1943 – 4 January 2006) was an Emirati royal and politician who served as the second vice president, first and third prime minister of the United Arab Emirates, and ruler of Dubai. He was prime minister from 1971 to 1979 and from 1990 to 2006. He served as the ruler of Dubai from 1990 to 2006. He was succeeded after his death by his brother Sheikh Mohammed as Ruler of Dubai. The Abu Dhabi Falcon Hospital (ADFH) is the first public medical institution exclusively for falcons in the United Arab Emirates. Established by Environment Agency – Abu Dhabi and opened on 3 October 1999, Abu Dhabi Falcon Hospital has become the largest falcon hospital in the UAE and in the world with a patient influx of approximately 11,000 falcons per year.
