Arstanbek Imankulovich Nogoev (born 10 June 1951) was the Mayor of Bishkek, Kyrgyzstan Kyrgyzstan, officially the Kyrgyz Republic, is a landlocked country in Central Asia lying in the Tian Shan and Pamir Mountains, Pamir mountain ranges.
