Anti-prostitution Pledge
The anti-prostitution pledge is an organization-wide policy opposing prostitution and sex-trafficking that the federal government of the United States requires certain non-governmental organizations (NGOs) to adopt in order for them to receive federal anti-HIV/AIDS or anti-trafficking funds. This requirement has been in place since 2003. The policy has been criticized as counterproductive, as it hampers enlisting those involved in the sex industry in the fight against AIDS. Initially the requirement was only applied to foreign-based NGOs, but in 2005 the Bush administration began applying it to U.S.-based organizations as well, resulting in legal challenges on First Amendment grounds. These challenges were ultimately successful before the Supreme Court, with the 2013 decision in the case ''Agency for International Development'' v. ''Alliance for Open Society International''. Prostitution is a type of sex work that involves engaging in sexual activity in exchange for payment. The definition of "sexual activity" varies, and is often defined as an activity requiring physical contact (e.g., sexual intercourse, non-penetrative sex, manual sex, oral sex, etc.) with the customer. Trafficking Victims Protection Reauthorization Act
The Victims of Trafficking and Violence Protection Act of 2000 (TVPA) is a federal statute passed into law in 2000 by the U.S. Congress and signed by President Clinton. The law was later reauthorized by presidents Bush, Obama, and Trump. In addition to its applicability to US citizens, it authorizes protections for undocumented immigrants who are victims of severe forms of trafficking and violence. Daniel Bernard Levin (born March 4, 1956) served as Acting Assistant Attorney General for the Office of Legal Counsel of the U.S. Justice Department from July 2004 until February 2005. He is notable for having upheld legal opinions during the Bush administration that narrowly defined torture and authorized enhanced interrogation techniques.
