Animal Shelters
An animal shelter or pound is a place where stray, lost, abandoned or surrendered animals – mostly dogs and cats – are housed. The word "pound" has its origins in the animal pounds of the agricultural communities, where stray livestock would be penned or impounded until they were claimed by their owners. While no-kill shelters exist, it is sometimes policy to euthanize animals that are not claimed quickly enough by a previous or new owner. In Europe, of the 30 countries included in a survey, all but six (Austria, the Czech Republic, Germany, Greece, Italy and Poland) permitted euthanizing non-adopted animals. Puppy Mill
A puppy mill, also known as a puppy farm, is a commercial dog breeding facility characterized by quick breeding and poor conditions. Although no standardized legal definition for "puppy mill" exists, a definition was established in ''Avenson v. Zegart'' in 1984 as "a dog breeding operation in which the health of the dogs is disregarded to maintain a low overhead and maximize profits". They are cited as being a result of increased demand for household pets, especially after World War II. The Veterinary Medical Association of the Humane Society of the United States defines the main characteristics of a puppy mill as "emphasis on quantity over quality, indiscriminate breeding, continuous confinement, lack of human contact and environmental enrichment, poor husbandry, and minimal to no veterinary care." Right of first refusal (ROFR or RFR) is a contractual right that gives its holder the option to enter a business transaction with the owner of something, according to specified terms, before the owner is entitled to enter into that transaction with a third party. An animal sanctuary is a facility where animals are brought to live and to be protected for the rest of their lives. A no-kill shelter is an animal shelter that does not kill healthy or treatable animals based on time limits or capacity, reserving euthanasia for terminally ill animals, animals suffering poor quality of life, or those considered dangerous to public safety. Some no-kill shelters will commit to not killing any animals at all, under any circumstance, except as required by law.
