Advisory Committee On Government Organization
The U.S. President’s Advisory Committee on Government Organization (the Rockefeller Committee) was established by Executive Order 10432 on January 24, 1953.Government Printing Office. U.S. Government Organization Manual 1953-1954. Washington, DC: GPO. p. 444. Members of the committee were appointed by President Dwight D. Eisenhower and served without compensation. Nelson A. Rockefeller served as Chairman until 1958; upon his resignation, Arthur S. Flemming served as Chairman. Other permanent members were Dr. Milton S. Eisenhower and Don K. Price, Jr. In addition to the permanent members, the committee had the services of experts from government, universities and business who acted as consultants. Willard Newell Bascom (November 7, 1916 – September 20, 2000), was an engineer, adventurer and scientist, as well as a writer, photographer, painter, miner, cinematographer, and archeologist, who first proposed using Neoprene for wetsuits to fellow scientist Hugh Bradner. He authored several books which include the topics of waves, geology, archaeology, poetry, and oceanography. In his book ''Deep water, Ancient Ships'' he first proposed the hypothesis that anoxic water in the Black Sea would preserve ancient Black Sea shipwrecks. Joseph Dodge
Joseph Morrell Dodge (November 18, 1890 – December 2, 1964) was a chairman of the Detroit Bank, now Comerica. He later served as an economic adviser for postwar economic stabilization programs in Germany and Japan, headed the American delegation to the Austrian Advisory commission, and worked as President Dwight D. Eisenhower's director of the Bureau of the Budget. Dodge formed economic reconstruction plans for West Germany after World War II, and implemented financial reforms in 1948. He later moved to Japan, having drafted another economic stabilization plan, widely known as the "Dodge Line", in December 1948, as the financial adviser to the Supreme Commander for the Allied Powers (SCAP), General Douglas MacArthur. Arriving in February 1949 to implement these reforms, Dodge served as a "lightning-rod" to redirect fiscal criticism away from MacArthur and chose to keep a low profile.
