Minister (government)
A minister is a politician who heads a ministry, making and implementing decisions on policies in conjunction with the other ministers. In some jurisdictions the head of government is also a minister and is designated the ' prime minister', ' premier', 'chief minister', ' chancellor' or other title. In Commonwealth realm jurisdictions which use the Westminster system of government, ministers are usually required to be members of one of the houses of Parliament or legislature, and are usually from the political party that controls a majority in the lower house of the legislature. In other jurisdictions—such as Belgium, Mexico, Netherlands, Philippines, Slovenia, and Nigeria—the holder of a cabinet-level post or other government official is not permitted to be a member of the legislature. Fontaine Ministry
The Fontaine Ministry formed the government of Luxembourg from 1 August 1848 to 2 December 1848. It was headed by Gaspard-Théodore-Ignace de la Fontaine. Willmar Ministry
The Willmar Ministry was in office in Luxembourg from 2 December 1848 to 23 September 1853. Transition The Constitution that resulted from the Revolution of 1848 came into force on 1 August 1848.Thewes (2011), p. 16 On 28 September the first elections to the Chamber of Deputies took place. From the first meeting of the parliament, the Fontaine government faced opposition from the liberals who described him as a "turncoat". When Gaspard-Théodore-Ignace de la Fontaine received only a feeble majority in a confidence vote in the Chamber, he decided to resign. Jean-Jacques Madelaine Willmar, the son of the former governor of Luxembourg in the time of the United Kingdom of the Netherlands, was asked to form a new government. Simons Ministry
The Simons Ministry was in office in Luxembourg from 23 September 1853 to 26 September 1860. Initially it just consisted of three members of the government, to which two more were added on 23 September 1854. It was reshuffled on 24 June 1856, and again on 2 June 1857, when Paul de Scherff was placed in charge of railways, and Guillaume-Mathias Augustin took over his portfolio of Public Works. On 29 November 1857 there was a third reshuffle, and a fourth on 12 November 1858. From 23 June to 15 July 1859 Mathias Simons and Jean Ulveling were the only members of the government, after which Édouard Thilges was added again. This article lists the colonial governors of South West Africa. South West Africa was the colonial predecessor of the modern day Namibia, Republic of Namibia from when the territory was controlled by the German Empire (as German South West Africa) and the Union of South Africa. The title of the position changed a number of times. Under German rule, the title of the position went from Commissioner (1884–1893) to Provincial Governor () (1893–1898) to Governor (1898–1915). Under South African rule, the title was Administrator (1915–1977) and Administrator-General (1977–1990). After the United Nations terminated South Africa's mandate to govern South West Africa, the UN appointed United Nations Commissioner for Namibia, commissioners of its own. This is a list of European colonial administrators responsible for the territory of the Congo Free State and Belgian Congo (today the Democratic Republic of the Congo). International Association of the Congo Prior to the creation of the Congo Free State, the International Association of the Congo (IAC) had signed treaties with over 300 native Congolese chiefs and in effect exercised sovereignty over a large area of the Congo Basin. The IAC was headquartered in Belgium and run by a committee under the presidency of Maximilien Strauch. A legal guardian is a person who has been appointed by a court or otherwise has the legal authority (and the corresponding duty) to make decisions relevant to the personal and property interests of another person who is deemed incompetent, called a ward. For example, a legal guardian might be granted the authority to make decisions regarding a ward's housing or medical care or manage the ward's finances. Governor-general
Governor-general (plural governors-general), or governor general (plural governors general), is the title of an official, most prominently associated with the British Empire. In the context of the governors-general and former British colonies, governors-general continue to be appointed as viceroy to represent the monarch of a personal union in any sovereign state over which the monarch does not normally reign in person (non-UK Commonwealth realm). In the British Empire, governors-general were appointed on the advice of the government of the United Kingdom and were often British aristocracy, but in the mid-twentieth century they began to be appointed on the advice of the independent government of each realm and be citizens of each independent state.
