A People's Archive of Police Violence in Cleveland is a local community created digital archive created in 2015 in response to the Killing of Tamir Rice. The archive documents community experiences not expressed in news, government, and police narratives. The archive uses the Omeka platform for community members to submit their stories.:158 The founders tied the project to healing from state violence. Killing Of Tamir Rice
On November 22, 2014, Tamir E. Rice, a twelve year old African-American boy, was killed in Cleveland, Ohio, by Timothy Loehmann, a 26-year-old white patrolman with the Cleveland Division of Police (CDP). Rice was carrying a replica toy gun; Loehmann shot him almost immediately upon arriving on the scene. Loehmann and his partner, 46-year-old Frank Garmback, had been responding to a dispatch call regarding a male who had a gun. A caller reported that a male was pointing "a pistol" at random people at the Cudell Recreation Center, a park in Cleveland's Public Works Department. The caller twice told the dispatcher that the pistol was "probably fake", and also stated that the male was "probably a juvenile", but the dispatcher did not relay either of these statements to Loehmann and Garmback. Omeka
Omeka (also known as Omeka Classic) is a free, open-source content management system for online digital collections. As a web application, it allows users to publish and exhibit cultural heritage objects, and extend its functionality with themes and plugins. A lightweight solution in comparison to traditional institutional repository software like DSpace and Fedora, Omeka has a focus on display and uses an unqualified Dublin Core metadata standard. Its software is currently being used by the Newberry Library, as well as many small museums and historical societies.
