2023 Russian Elections
The 2023 Russian elections took place in Russia on Sunday, 10 September 2023 (single election day), with several regions allowing voting on 8 and 9 September. There were three by-elections to the 8th State Duma, 22 gubernatorial elections (21 direct and one indirectly elected), 16 regional parliamentary elections, and many elections on the municipal and local level. Campaign The election campaign was muted, with the major opposition figures having fled the country or being imprisoned. The Golos election monitor called the election campaign the "most meaningless, boring and invisible campaign in the modern history of Russia", with the elections being held with a lack of competition and discussion of social issues important to the regions, as well as the candidates for office themselves not showing any interest for voting; it also stated that the elections in regions for governorships were "practically invisible not only to voters, but also to long-term observers". The Russian United Democratic Party Yabloko (RUDP Yabloko; rus, Росси́йская объединённая демократи́ческая па́ртия «Я́блоко», Rossiyskaya obyedinyonnaya demokraticheskaya partiya "Yabloko", ˈjabɫəkə, ru-яблоко.ogg, ) is a social-liberal political party in Russia. Dmitry Lvovich Averov (; born on 3 June 1974), is a Russian statesman and politician, who is currently a member of the State Duma, elected in September 2023. He was formerly a chairman of the Lipetsk Regional Council of Deputies serving from 2021 to 2023. Averov had also served as a Member of the Federation Council as a representative from the executive authority of the Lipetsk Oblast in 2021. Early life and education Dmitry Averov was born on 3 June 1974 in Voronezh. In 2002, he graduated from Voronezh State Technical University, engineer with a degree in Mechanical Engineering Technology. Nikolay Bortsov
Nikolay Ivanovich Bortsov (; 8 May 1945 – 23 April 2023) was a Russian politician who served as a deputy of the 4th, 5th, 6th, 7th, and 8th State Dumas convocations. Biography Bortsov was raised by his mother and grandmother as his father died at the front. After the 8th grade of secondary school, he started working as a loader at a pasta factory, simultaneously studying at an evening school. In 1969 he graduated from the Michurinsk Technological College, in 1980 he received a second degree at the All-Russian Correspondence Institute of Finance and Economics. After serving in the army, he got a job as a mechanic at a winery in Lebedyan. Bortsov died on 23 April 2023, at the age of 77. Career In 1981, he was appointed Director of the Cannery Lebedyansky. The Lipetsk constituency (No.114) is a Russian legislative constituency in Lipetsk Oblast. The constituency covers parts of Lipetsk and northern Lipetsk Oblast. Novgorod Oblast () is a federal subject of Russia (an oblast). Its administrative center is the city of Veliky Novgorod. Lev Markovich Shlosberg (; born 30 July 1963) is a Russian opposition politician, human-rights activist, journalist, historian chairman of the Pskov Oblast branch of Yabloko, and a member of the Yabloko Party's federal political committee. Biography Shlosberg is of Ashkenazi Jewish descent. He joined Yabloko in 1994, becoming head of the Pskov branch of the party in 1996. From 2011 to 2015 he was a member of the Pskov Oblast Assembly of Deputies.
