Víctor Manuel Toledo Manzur (born 1945) is a Mexican biologist who served as Secretary of Environment and Natural Resources (SEMARNAT) of Mexico from May 27, 2019 to September 2, 2020. Jorge Arganis Díaz Leal (19 February 1943 – 24 May 2024) was a Mexican civil engineer who served as the Secretary of Infrastructure, Communications and Transportation from 23 July 2020 until 15 November 2022. The Secretariat of Infrastructure, Communications and Transportation (''Secretaría de Infraestructura, Comunicaciones y Transportes'', SICT) of Mexico is the national federal entity that regulates commercial road traffic and broadcasting. Its headquarters are in the Torre Libertad on Reforma in Mexico City but some aspects of the department still function at the old headquarters located at the intersection of Eje Central and Eje 4 Sur (Xola). Esteban Moctezuma Barragán (born 21 October 1954) is a Mexican diplomat and politician, formerly affiliated with the Institutional Revolutionary Party (PRI) and currently a member of the National Regeneration Movement (MORENA). He is a former senator and served as secretary of social development and secretary of the interior in the cabinet of President Ernesto Zedillo Ponce de León. From that position, early in January 1995, he pursued peace talks in Chiapas with the Zapatista Army of National Liberation (EZLN) insurgents; in February the government pursued a strategy of military intervention, followed by a resumption of peace talks with the insurgents.
