2015 Port-Vila By-election
A by-election to the Parliament of Vanuatu was held in the constituency of Port-Vila (the capital city) on 15 October 2015. It followed the death of sitting MP (former Prime Minister, and incumbent Leader of the Opposition) Edward Natapei, of the centre-left Vanua'aku Pati. Natapei died after a long illness in July. Although Port-Vila is a multi-member constituency, only one seat was vacant, and therefore only one new member was elected. Candidates The parliamentary Opposition parties (Vanua'aku Pati, National United Party, Melanesian Progressive Party, Land and Justice Party, Nagriamel, and Reunification Movement for Change) agreed to endorse a single candidate: Natapei's eldest son, Kenneth Natapei, also of the Vanua'aku Pati. On the government side, the Union of Moderate Parties (centre-right) also initially endorsed Kenneth Natapei, before putting forward its own candidate. Union Of Moderate Parties
The Union of Moderate Parties (french: Union des partis moderés) is a liberal political party in Vanuatu founded in 1981. At the last general election, held on 22 January 2016, they won 9.73% of the vote and 6 seats. It is currently headed by Ishmael Kalsakau. The party's influence grew after internal difficulties caused the Vanua'aku Pati government to fall in 1991. The UMP was the governing party in Vanuatu from 1991 to 1998. Former prime ministers Maxime Carlot Korman and Serge Vohor came from this party. However, the UMP suffered internal struggles of its own, and in the late 1990s, Corman left to form the Vanuatu Republican Party. Serge Vohor who hails from the Island Of Santo remains the president of UMP. It won 12 seats in the 1998 elections, 15 seats in the 2002 elections and 9 seats in the 2004 elections. The People's Progressive Party is a reformist political party in Vanuatu. At the 6 July 2004 legislative elections, the party won 3 out of 52 seats. The following election saw its seat count increased to 4. Its leader, Sato Kilman served as Deputy Prime Minister and foreign minister of Vanuatu from December 2004 to July 2007. He had made the party an important member of the National United Party-led coalition of Prime Minister Ham Lini but in July 2007, apparently due to corruption charges put against Kilman's secretary, Lini expelled the People's Progress Party from the cabinet. Kilman formed his first legal cabinet in June 2011 and his government was reflected in 2012, with PPP winning six seats. The party was forced into opposition in 2013 when Kilman resigned and Moana Carcasses became Prime Minister. 2016 Vanuatuan General Election
General elections were held in Vanuatu on 22 January 2016. The previous elections occurred in October 2012. The president of Vanuatu, Baldwin Lonsdale, dissolved the Parliament of Vanuatu in November 2015. This occurred after the conviction of 14 parliamentarians for bribery. The convicted MPs include former Prime Ministers Serge Vohor and Moana Carcasses Kalosil. The president called for a snap election to form a new government. Background Vanuatu has a unicameral parliament with 52 Members of Parliament. The people elect their members by voting for one candidate. In multi-member constituencies, Vanuatu uses the single non-transferable vote system and in single-member districts, first-past-the-post voting is used. Baldwin Jacobson Lonsdale (5 August 1948 – 17 June 2017) was a Vanuatuan politician and Anglican priest who served as the president of Vanuatu from 22 September 2014 until his death in 2017. Early life and career Lonsdale was born on Mota Lava, in the Banks Islands, in 1948. Before becoming president, Lonsdale was a civil servant who served as the secretary general of the province of Torba on the island of Mota Lava. He later became an Anglican priest. Lonsdale was occasionally referred to as ''Womtelo Reverend Baldwin Lonsdale''. Nadia Kanegai is a Social entrepreneurship, social entrepreneur, politician and historian from Vanuatu. She made the first study of women's traditional tattooing on Ambae Island, Ambae. She has stood as a candidate in three elections in Vanuatu and was a prominent Activism, community activist during the 2017 and 2018 eruptions of Manaro Voui. The ''Vanuatu Daily Post'' is a newspaper published in Port Vila in Vanuatu. It is the only daily newspaper in Vanuatu. The newspaper's founder, Marc Neil-Jones, had been the victim of physical attacks supported by government ministers during his time at the newspaper. Work permit controversy Dan McGarry, the newspaper's media director and a Canadian national, announced on 7 November 2019 that the Vanuatu government had refused to renew his work permit. McGarry stated that the 'overt reason' was that his role should have been 'localized' (filled by a Vanuatu citizen) but claimed that the 'real reason' was that the Daily Post's reporting had discomforted the government.
