Maryland's 4th congressional district comprises portions of Prince George's County and Anne Arundel County. The seat is represented by Anthony Brown, a Democrat. The 2012 United States House of Representatives elections in Maryland were held on Tuesday, November 6, 2012, to elect the eight U.S. representatives from the state of Maryland, one from each of the state's eight congressional districts. The elections coincided with the elections of other federal and state offices, including the quadrennial presidential election and an election to the U.S. Senate. The new congressional map, drawn and passed by the Democratic-controlled Maryland General Assembly, was signed into law by Governor Martin O'Malley on October 20, 2011. The Cook Partisan Voting Index, abbreviated Cook PVI, CPVI, or PVI, is a measurement of how strongly a United States congressional district or U.S. state leans toward the Democratic or Republican Party, compared to the nation as a whole, based on how that district or state voted in the previous two presidential elections. Andrew Peter Harris (born January 25, 1957) is an American politician and physician who has been the U.S. representative for since 2011. The district includes the entire Eastern Shore, as well as several eastern exurbs of Baltimore. He is currently the only Republican member of Maryland's congressional delegation. Harris previously served in the Maryland Senate. Early life, education, and career Harris's father was Zoltán Harris, an anesthesiologist who was born in Miskolc, Hungary, in 1911 and emigrated to the United States in 1950; his mother, Irene (Koczerzuk), was born in Zarice, Poland.
