1995 Azerbaijani Constitutional Referendum
A constitutional referendum was held in Azerbaijan on 12 November 1995 alongside the first round of parliamentary elections. Voters were asked to vote for or against a constitutional draft publicly released several days before the referendum. Azerbaijan (, ; az, Azərbaycan ), officially the Republic of Azerbaijan, , also sometimes officially called the Azerbaijan Republic is a transcontinental country located at the boundary of Eastern Europe and Western Asia. It is a part of the South Caucasus region and is bounded by the Caspian Sea to the east, Russia ( Republic of Dagestan) to the north, Georgia to the northwest, Armenia and Turkey to the west, and Iran to the south. Constitution Of Azerbaijan
The Constitution of Azerbaijan ( az, Azərbaycan konstitusiyası) was adopted on 12 November 1995 by popular referendum. This Constitution was the first Constitution of independent Azerbaijan. The first Constitution of independent Azerbaijan consists of 5 chapters, 12 sections and 147 articles. It was amended on 24 August 2002 and again on 18 March 2009. It carries the "highest legal force" in Azerbaijan as per article 147. The most recent amendments to the Constitution were approved after the Constitutional referendum held on 26 September 2016. In 2002, 31 amendments were made to 22 articles; in 2009, 41 amendments were made to 29 articles; and in 2016, 23 articles were amended and new 6 new articles were added. Heydar Aliyev
Heydar Alirza oghlu Aliyev ( az, Һејдәр Әлирза оғлу Әлијев, italic=no, Heydər Əlirza oğlu Əliyev, ; , ; 10 May 1923 – 12 December 2003) was a Soviet and Azerbaijani politician who served as the third president of Azerbaijan from October 1993 to October 2003. Originally a high-ranking official in the KGB of the Azerbaijan SSR, serving for 28 years in Soviet state security organs (1941–1969), he led Soviet Azerbaijan from 1969 to 1982 and held the post of First Deputy Premier of the Soviet Union from 1982 to 1987.
